Christopher Dawson (ZDNet) will be happy about this. A few weeks ago, Christopher had blogged about Google announcing multiple domain support. However, as it turned out, this new feature was accompanied with a large list of limitations, making it something of a damp squib.

As Chris pointed out, although multi domain support allowed administrators the convenience of managing Google Apps on different domains from a single console, it did not allow the administrators to apply different policy controls for different domains.

I am not sure how the latest news ties with multiple domains, but it certainly allows for much overdue fine tuned policy controls within Google Apps. According to the latest Google Apps announcement, adminsitrators can now segment users into different groups, and choose which modules it wants users in that group to have available.

For example, a company might want to allow its sales team access to Google Voice, but not its production team.

You mention fine tuned policy controls, but I don't think that Google is there quite yet on the system administration end of things (though I'm sure they will be soon). There are 3rd party products that can provide delegation like gPanel for Google Apps and a few others. You can find them in the Google App Marketplace. gPanel seems the most complete at the moment.
